Treasurer's Notes:

New group of community volunteers join master planning process

Since the facilities master planning process for Upper Arlington’s schools began more than two years ago, we have had hundreds of community volunteers take part in our Facilities Task Force and our building teams.  We’ve had thousands more residents join the process by attending coffee chats or taking part in community meetings and surveys.

As we enter the final phase of the process, a new team of volunteers has joined us in our journey.  This group, called the Financial Advisory Board, is made up of Upper Arlington residents with significant experience in business and the management of large construction projects.  Their charge is to review the district’s needs for an operating levy as well as the funding, phasing and scope of the master plan approved by the Board of Education in December.

It’s important to remember that the master plan outlines a 10- to 15-year course of action for our facilities.  The work cannot be done all at once; it is meant to be implemented over time.

The members of the Financial Advisory Board are:

Bill Brennan, Executive vice president and chief financial officer, The Pizzuti Companies

Kris Devine, Deputy chief financial officer, The Ohio State University

Ryan Gilmore, Chief financial officer, Overmyer Hall Associates

Lisa Ingram, President and chief executive officer, White Castle Management Company

Brian Jepson, President, OhioHealth Riverside Methodist Hospital

Andy Livingston, Executive vice president, Huntington National Bank

Mike Schoedinger, President, Schoedinger Funeral Homes

Elizabeth Seely, Executive director, Ohio State University Hospital East

Bill Shkurti, Retired chief financial officer, The Ohio State University

 Richard Stillman, Retired investment banker

These volunteers have really embraced their charge, digging into our five-year financial forecast and the master plan.  They will continue their research through February and then offer initial findings on the areas listed above as well as which of the two high school rebuild options should be pursued, how needed repairs at the district office should be handled and what types of transitional athletic and academic spaces would be needed during any construction projects.

In March and April we will work diligently to share those findings with all Upper Arlington residents and to get feedback from as many community members as possible.  We will reconvene our Facilities Task Force and our building teams, hold two more community engagement sessions, open a community-wide online survey and conduct another professional telephone survey that includes cell phones.

The Financial Advisory Board will use all of that feedback to produce a briefing paper in late April or early May.  That document will help me as I prepare my recommendation to the Board of Education on the district’s operating needs and the proposed funding method for whatever is determined to be the first phase of the master plan.  The Board of Education will take action soon after that, and we anticipate there will be a combined operating levy/bond issue on the ballot in November.

I want to thank the volunteers on the Financial Advisory Board for their dedication to this important process.  That gratitude also extends to the thousands of other Upper Arlington residents who have taken part in the master planning process to date.  It has been remarkable to see a master plan emerge from such a collaborative effort, and I’m excited for the work that is yet to come this winter and spring.
